Phase I Environmental Site Assessments are completed to satisfy the requirements of the Innocent Landowner Defense to liability imposed by the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Phase Ones generally are completed for businesses which are involved in the sale, purchase or lease of industrial, commercial and agricultural properties. Phase Ones often also are required by lenders in order to assure that properties do not possess environmental conditions that could diminish the value of the property, the ability of the borrower to repay, or to establish baselines to allocate responsibility for clean-up costs.
Our Phase II projects include several different sampling techniques and media. Some examples of our Phase Two projects include; surface soil samples, soil gas sampling, subsurface soil and groundwater samples from borings and monitoring wells, surface water samples, pond sediment sampling, drinking water samples, drum testing and tank testing. All of our samples are properly preserved, documented on a chain of custody and delivered to an NVLAP and state certified laboratory for analysis. The results of our Phase Two testing will be described in a comprehensive and easy to read report complete with drawings, digital photographs and recommendations.
If contamination is found on your property, some form of Phase Three services may be necessary. At LakePro, Inc. our professionals will search out the most cost effective and expedient alternative for you. The Phase One and Two documents will be reviewed. Surrounding subsurface geology and hydrogeology will be studied. A Risk Assessment will be performed to determine if the contamination is moving off site or if it has the potential to contaminate drinking water sources. As a last resort, we may need to recommend some form of remedial action. If this is necessary, we can provide you with design services, detailed cost estimates, permitting, system installation, system operation and periodic sampling services.
Although Transaction Screens are similar to Phase Ones, they involve a smaller scope of historical research at a lower cost. While a Transaction Screen should not be used in place of a Phase One, it may be a very useful tool in providing some environmental protection on properties where no environmental assessment would otherwise be performed. The Transaction Screen report comes with a computerized color map showing your property at the center and any sites found on the databases surrounding your site. We also include color digital photographs that will bring your project to life and illustrate the property in vivid detail. All telephone conversations will be summarized in the report findings and the actual telephone memos will be presented in the appendix of the report. Copies of the ASTM checklist will also be included.
If you are interested in fast and inexpensive research on your property and the sites surrounding your property, LakePro, Inc. will provide you with a Records Search. This study will search government databases including your property and up to a one mile radius around your property. You should be cautioned that this product does not constitute due diligence on the part of the purchaser. It will simply provide you with a summary of the types of reported and registered sites in your area.
